Shannon began law school at CUNY School of Law in Queens, New York in 1991, and worked in their nationally recognized public interest law clinic on behalf of battered immigrant women.

Shannon received a number of first year law school honors, including a Revson Fellowship to work on a farm workers project for New Mexico Legal Aid in Las Cruces and Albuquerque, New Mexico. 

Recognized as being in the top ten percent of her first year law school class, Shannon qualified to transfer to the University of New Mexico School of Law's dual degree program in Law and Latin American studies. 

In 1994, Shannon graduated with both a Masters Degree in Latin American Studies and a Juris Doctorate from the University of New Mexico.  That summer she took a position with the Alaska Public Defender Office.  As a public defender in Alaska, she was able to immediately begin working on felony trials involving charges of first degree murder, burglary and rape.

Shannon has practiced law continuously in New Mexico since returning to in February 1995.

In December 2002, Shannon founded Kennedy & Oliver, P.C., with  Joseph P. Kennedy.
